Report: IMMANENT PERIL – The Impact of the Proposed Security Wall along Route 317

Christian Peacemaker Teams (CPT) and Operation Dove have maintained a constant non-violent presence in the Palestinian village of At-Tuwani in Masafer Yatta (Hebron District, The West Bank) since September 2004. The people of At-Tuwani commissioned CPT and Operation Dove to create this report as an overview of the harmful effects for the people of At-Tuwani and other villages in Masafer Yatta of the “security wall� to be built along Route 317 as proposed by the Israel Defense Forces’ (IDF) Hebron District Coordinating Office (DCO).

*Thursday 9 February*: One Palestinian from At Tuwani and RHR filed a complaint for the devastation of a wheat field and the uprooting of some olive trees.
*Tuesday 14 February: IDF escort arrived with more than 40 minutes of delay.
*Wednesday 15 February: IDF escort arrived with half an hour of delay. Children waited under the rain.

At-Tuwani, Southern Hebron Hills – One month ago about one hundred paletsinian olive trees and a vegetables field close to he settlement of Ma’on were distroyed. In the February 9 morning two interntionl volunteers, while were patroling the Khorruba area close to the outpost “Hill 833â€?, discovered that several olive trees uprooed or broken. These trees had been replanted on Jenuary 19 during an action organized by Rabbis for Human Rights in an olive field prviously destroied in a vandalic act.
They also saw several weat fields devasted by a jeep.
The field owners and the Rabbis For Human Rights, suddenly warned, called the Israeli Police that arrived after a few hours and took sime pictures of fields and olive trees and collect owners complaint.

Main facts:
- Friday, 3 February, 2006: Israeli army and police prevented Palestinian farmers and Israeli and Internationals peace activists from going to Maghayir al Abeed village in order to plant olive trees.
- Saturday 4 February, 2006: masked men with slingshots attacked children walking back to Tuba after school.
- Several checkpoints established on the road to Al Karmil.
- New barrack built at the southern edge of Hill 833. Works at the chicken barns building site went on. The building site now is around 200 m long. Pictures are available on request.
